Public Preview: Long-term retention (LTR) v2 for Azure Database for PostgreSQL

LTR v2 is the next-generation long-term backup solution for Azure Database for PostgreSQL that moves from logical backups (pg_dump/pg_restore) used in LTR v1 to physical snapshot-based backups integrated with Azure Backup Vaults.  

With this release, you can now support daily backups while gaining much greater scalability for large databases through physical snapshots rather than pg_dump-based exports.
